Can a foreign citizen residing in Portugal reunite with their family living abroad? 

Yes, Portuguese legislation recognizes the right of citizens with a valid residence permit to engage in family reunification with family members residing outside Portugal. This is applicable whether they have lived together in another country or are dependent on, or cohabiting with, the resident, irrespective of whether the family ties were established before or after the resident's entry into Portugal. 

How long do you have to hold a residence permit to request family reunification? 

The law does not stipulate a minimum period for this purpose. Individuals must possess a valid residence permit to submit a request for family reunification. If the residence permit is under renewal at the Agency for Integration, Migration, and Asylum, a family reunification request can still be made with the receipt proving the renewal request.
