In 2018, the United Nations (UN) approved the Global Compact for Safe, Orderly and Regular Migration, also called the Global Pact for Migration. This is the first international commitment to make migration safer and more dignified, to manage migration flows more responsibly, and to be committed to human rights. Portugal was one of the first countries to create and approve an implementation plan for the Global Pact for Migration (Resolution of the Council of Ministers no. 141/2019, of August 2oth), with five strategic axes, 23 objectives and 97 measures, including the simplification of procedures for renewing residence permits, instant NISS and Portuguese language courses. Along with 12 other States, Portugal was recognised as a Champion Country by the International Organisation for Migrations for its pioneering spirit and performance in implementing the Global Compact.
